Our Senior Leadership Team

Our Senior Leadership Team is at the heart of our day-to-day operations, overseeing the delivery of our services, developing our strategy, and driving forward our vision for the future. Led by our Director, the team is responsible for managing all aspects of POPS, from service delivery to partnerships and outreach.

Lynn Kelly - Director

Lynn has over 25 years’ knowledge and experience working at a senior management level across the private and third sector, managing local, national and international projects within the social inclusion, criminal justice and welfare to work sectors. Lynn has led on the delivery of high value projects and managed complex, national and local government and European funding, focusing on prison education, adult learning & employability, gender equality and women’s economic development.

Lynn joined POPS in 2014 as Head of Operations with responsibility for managing POPS’ core business staff and overseeing the delivery of POPS’ commissioned Family Support Contracts. In 2025, Lynn took up post of Director at POPS, taking overall responsibility for the sustainability and strategic growth of the organisation and its services and contributing to national and local policy development to underpin the delivery of robust family support services within the Criminal Justice Sector and wider communities.

Peter Calvert - Assistant Director (Core Business)

Prior to POPS Peter worked for a Human Resources agency that provided employment law guidance to small and medium sized businesses. Peter also worked for a trade union as a companion assisting union members who had workplace issues.

After 18 years as POPS’ Human Resources Manager, Peter took up post as the Assistant Director for POPS’ Core Business a role designed to ensure that POPS’ functions across our many work areas, and that the organisational infrastructure are efficient, effective and legally compliant.

Emma Guerriero - Assistant Director (Services & Business Development)

Emma has nearly thirty years’ experience in securing and leading funding initiatives and business development covering a variety of senior roles including Director of Business Development at TOG Mind and Deputy CEO at Tomorrow’s Women Wirral, supporting vulnerable women and women in the criminal justice system. Emma’s track record of building effective partnerships and securing funding has resulted in a new police operation on county line trafficking and the establishment of a new women’s centre in Chester. In her spare time, Emma enjoys being outdoors, walking and hiking.

Governance at POPS

Our Board of Trustees oversees the charity’s overall direction and operations, ensuring that POPS is well-managed, financially accountable, and aligned with our long-term strategy. The Board has a particular focus on managing risk, maintaining financial transparency, and setting the strategic goals for the charity.

The Board is made up of elected trustees from diverse professional backgrounds, including individuals with personal experience of our services. This mix ensures that we have a range of perspectives to guide the charity effectively. The trustees work closely with our Senior Executive Management Team, led by Director, Lynn Kelly, to implement our strategy and achieve our mission.

Board of Trustees

Beverley Thompson OBE - Chair of Trustees

Beverley has over 30 years’ experience working across the Criminal Justice System in a variety of roles across the public, private and voluntary sector. She has a long history leading change to achieve racial disparity and inequalities across the Criminal Justice System.

Throughout her career she has actively sponsored the role of the voluntary sector and championed the inclusion of ‘lived experience’ voices and their role in co-design and delivery of services.

She has been a long-term supporter and friend of POPS since its early days.

Chris Fitzgerald

Chris previously worked as a corporate insurance broker for 40 years and during this period ran his own insurance broking company for 5 years, as well as holding Director level roles at 6 other broking firms. This experience enabled him to develop an extensive network of useful contacts – many of which have been introduced to POPS and positively contributed in several key areas.

He is currently a Consultant for ERA Group and helps businesses by negotiating cost reductions with suppliers in 50 expense categories.

Chris has always looked to help those less fortunate than himself and prior to joining POPS as a Trustee he’d been a volunteer for several charities – including Nugent Care and Citizens’ Advice Bureau. He’s educated to Masters Degree level, has a good sense of humour, regards himself as a team player, and doesn’t take himself too seriously.

In his spare time, Chris likes to play with his grandchildren, socialise with friends and family, watch Liverpool Football club, and keep himself fit by going to the gym and attending tai chi classes.

Guy Grant

In his current role for Amey, secure infrastructure Guy is the Prison Client Lead-Programme managing the CRED programme across 57 prisons.

The CRED programme (Clean, Rehabilitative, Enabling & Decent) offers serving prisoners and young offenders the opportunity to gain valuable work experience. Working alongside the Amey Prison FM team, the men and women prisoners learn new skills in painting and decorating which they can take in to the world of work on release. The prisoners are offered support to gain vocational qualifications in Painting & Decorating as well as job opportunities upon release via our partnership with the Bell Group.

Guy Grant has extensive experience within the Justice Sector, developed through a wealth of clinical, management, operational, business development and programme management roles including working as a Governor grade within HMPPS as the regional health lead across all North West prisons.

Miriam Raines

Miriam is an experienced digital and data professional in the public sector, with a particular focus on strategic transformation and using data to unlock insights, improve decision-making and deliver better services.

Previous experience includes work on the Better Outcomes through Linked Data (BOLD) programme, which uses justice system and other government data to build a more holistic picture of the complex needs of vulnerable users, where she developed the approach to taking insights from linked data and turning them into operational changes. At the Government Digital Service, she worked on services that helped people interact with government more easily, and helped government teams deliver better, easier-to-use and more cost effective services.

Prior to joining the civil service, Miriam worked in marketing, delivering campaigns for high-profile real estate and architectural projects. She also volunteered with small arts organisations to help them meet their fundraising goals through marketing, events, individual giving and grants.

She is proud to support POPS to improve the lives of individuals and reach more people with its services.

Barry Flanagan

Barry Flanagan has over 20 years of experience working in and alongside the UK justice system. He specialises in designing and delivering award-winning prison rehabilitation projects that reduce reoffending, build employability, and create meaningful second chances.

With a unique ability to bridge the gap between policy, operations, and real-world impact, Barry has developed national programmes that support serving prisoners, prison leavers, and those on release on temporary licence (ROTL). His work spans partnerships with major employers, charitable organisations, and government agencies — driving forward a new model of rehabilitation rooted in dignity, purpose, and economic inclusion.

From industry-led workshops inside prisons to creating pathways into employment for hundreds of people leaving custody, Barry’s work has consistently delivered measurable outcomes and won recognition for rehabilitation and social value.

He continues to lead initiatives that redefine what rehabilitation looks like — grounded in respect, built on experience, and focused on long-term change.

William Downs

Will is the lead researcher on policing and crime at the House of Commons Library. He provides specialist research and advice to MPs from across the house to inform the scrutiny of government legislation and policy in Parliament. Previously he worked in a similar capacity advising the London Assembly Police and Crime Committee.

Before this, Will worked in advocacy roles for charities. This included several years at Clinks, the national infrastructure charity supporting voluntary organisations working in prisons and probation. It was in this role that he saw first-hand how charities like POPS provide uniquely expert, compassionate and impactful support to people in the criminal justice system and their families.

He is proud to serve as a trustee to help ensure POPS continues to deliver its brilliant services to more people.

Amanda Ordish

I am a dedicated apprenticeship and education professional with over 20 years of experience championing quality, compliance, and inclusive practice across higher education and employer-led training. Currently a Senior Lecturer and Programme Manager at Liverpool John Moores University, I lead on regulatory and quality assurance for Degree Apprenticeships and have successfully managed institutional audits, including Ofsted and ESFA inspections.

My academic background includes a Master’s in Digital Innovation and a PhD focused on gendered Small and Medium Enterprises and their use of disruptive technologies. I have published research at the intersection of policy, gender, and innovation, including evidence submitted to the UK Parliament’s Women and Equalities Committee. I am passionate about amplifying under-represented voices, and my work consistently aims to reduce barriers to access, particularly for women and marginalised entrepreneurs.

As a trustee, I bring a strong commitment to equality, a track record of stakeholder engagement, and deep knowledge of policy, education, and enterprise. I strive to create inclusive environments where individuals and communities can thrive.
