At POPS, we believe that families are at the heart of everything we do. But behind the scenes, there’s also a team of passionate leaders guiding our work, shaping our services, and making sure we continue to grow and adapt to meet the needs of families and communities.
This summer, we’re shining a spotlight on our Senior Management Team – the people who bring a wealth of experience, creativity, and compassion to POPS every day.
Lynn Kelly – Director
Lynn first joined POPS in 2014 as Head of Operations, and in 2025 she stepped into the role of Director. With over 25 years of experience working across the private and third sectors, Lynn has led strategically and operationally on a wide range of projects, locally, regionally, nationally and on international initiatives in family support, prison education, social inclusion, adult learning, employability, gender equality, and women’s economic development.
Her background includes managing large-scale national and European-funded programmes, but at POPS, she’s focused on something deeply personal: ensuring that families affected by the criminal justice system get the support they deserve. Lynn plays an active role in shaping national and local policy, making sure that the voices of families are not just heard but acted upon.
Peter Calvert – Assistant Director (Core Business)
If POPS runs smoothly, it’s thanks in no small part to Peter. After spending 18 years as our HR Manager, Peter took up the role of Assistant Director for Core Business, where he makes sure our systems, processes, and legal compliance all work seamlessly behind the scenes.
Peter’s journey started in employment law and trade union work, where he supported small businesses and stood alongside workers facing challenges at work. Those early experiences gave him a strong sense of fairness and advocacy, which he’s carried into his leadership role at POPS.
His calm, steady approach ensures that our staff are supported and our infrastructure is solid — giving our frontline teams the confidence to focus on what really matters: families.
Emma Guerriero – Assistant Director (Services & Business Development)
Emma brings nearly thirty years of experience in business development and funding – and a remarkable ability to turn opportunities into real, life-changing services. Before joining POPS, she held senior roles at TOG Mind and Tomorrow’s Women Wirral, where she worked tirelessly to support vulnerable women and women in the criminal justice system.
Her achievements speak for themselves: securing funding that led to a new police operation on county line trafficking and helping establish a new women’s centre in Chester. At POPS, Emma now leads on services and business development, building strong partnerships and ensuring our work has the resources and reach it needs.
At POPS, we’re proud of the work we do — together Lynn, Peter, and Emma ensure that POPS continues to grow sustainably, stay true to our values, and make a real difference where it matters most.
